The Council has strongly objected to the Waste
Plan put forward for consultation by BCC,
because it fails to meet its own Soundness
Tests.
Most importantly “.. the plan is not reasonably
flexible to enable it to deal with changing
circumstances”, when changes are already
developing fast in technology, regulation,
knowledge of health risks, reducing waste,
recycling and public opinion.
This could lead to the construction of a large
incinerator at Wapseys Wood, too big just for
local waste and therefore requiring the import
of more waste from outside Bucks.
Wapseys Wood should not be a 'preferred site'
because it is in the Green Belt, only accessible
by road and is adjacent to a residential built
up area.
It also fails on other tests such as the
reduction of competition by dropping Aston
Clinton and High Heavens as possible preferred
sites, without investigating fully the real need
for future aircraft movements and not giving
full weight to advantage of rail links to
Calvert.
Also, if long term contracts are awarded for a
large installation which is at risk of quickly
becoming obsolete, Bucks Council Tax payers will
incur high losses and penalty costs.
